That split is the trap. The Broward HVHZ Permit Path
Broward County is one of two Florida counties — with Miami-Dade — designated a High-Velocity Hurricane Zone. That single fact reshapes the permit: the converted space is engineered to a Risk Category II ultimate design wind speed near 170 mph (3-second gust), and the whole county falls inside the wind-borne-debris region defined in FBC Section 1609.2.
Why a conversion needs a permit at all
The garage is unconditioned space; finished living area is conditioned space. That reclassification — not the drywall — is what triggers the code. Once the room is conditioned, it has to meet the energy envelope, egress, mechanical, and electrical provisions a garage never had to. Broward then layers the HVHZ structural and product-approval requirements on top.
What the building department reviews
A Pembroke Pines submittal is reviewed by the city building division operating under the Broward HVHZ rules. Plan review checks the wall that replaces the garage door, the new and altered openings, the energy calculations, and the mechanical load. The application is a building permit, frequently with sub-permits for electrical and mechanical trades.

Two opening rules dominate an HVHZ conversion. First, every exterior opening must survive a hurricane impact and pressure cycling. Second, any room used for sleeping needs an emergency escape and rescue opening sized to FBC Residential R310 — and in Broward that window must do both jobs at once.
Wind-borne-debris protection
In the HVHZ, a new window or door is not code-legal unless it carries a Miami-Dade NOA or Florida Product Approval. That paperwork proves the product passed the high-velocity test suite — large-missile, static pressure, and cyclic pressure — rather than the standard mainland equivalents.
- TAS 201 — large-missile impact. A roughly 9-lb 2x4 is fired at the glazing at about 50 ft/s to simulate wind-borne debris.
- TAS 202 — uniform static pressure. The assembly is loaded with positive and negative design pressures without failing.
- TAS 203 — cyclic wind pressure. The unit endures thousands of pressure reversals that mimic a sustained storm.
- Non-HVHZ equivalents. Outside the zone, products are tested to ASTM E1886 and E1996 — a lower bar than Broward accepts.
The practical result: you specify either impact-rated glazing or a rated shutter system over a standard window, and you keep the product approval document with the permit file, because the inspector will ask for it.
The R310 escape and rescue opening
If the converted garage will be a bedroom, it needs an egress opening that meets R310 — a requirement a standard garage window almost never satisfies.

The Energy Envelope and HVAC
Conditioned space in Broward has to meet the Florida Energy Conservation Code for Climate Zone 1A — the hottest, most humid zone in the continental United States. The garage-door opening becomes an insulated, air-sealed wall, and the cooling system has to actually carry the new floor area.
Climate Zone 1A envelope
The envelope targets for Zone 1A are well defined: roughly R-13 in the walls and R-30 at the ceiling, with fenestration limited to a solar-heat-gain coefficient (SHGC) of about 0.25 or lower. The new infill wall, the ceiling plane, and the new glazing all have to land inside those numbers, plus a continuous air barrier — humidity control in South Florida lives or dies on that air barrier.
Sealing the air barrier
The infill wall meets the original garage walls, the ceiling, and the slab at joints a garage never had to seal. Each of those seams is a path for humid outside air, so the air barrier is detailed continuously around the new opening, the top plate, and the bottom plate — the difference between a room that holds setpoint and one that sweats.
Why the slab is its own task
A Florida garage is slab-on-grade and uninsulated, and the slab keeps emitting moisture vapor after the walls are finished. Sizing the air conditioning
Adding conditioned square footage means the existing system has to cover it. A right-sized design uses an ACCA Manual J load calculation; an undersized system runs constantly and never dehumidifies, while an oversized one short-cycles and leaves the room clammy. The mechanical permit documents how the added load is met — a new branch, a mini-split, or a verified-capacity tie-in.
The HOA Architectural Review
On a deed-restricted Pembroke Pines street, the homeowner association is the second gate — and it operates on entirely different authority than the building department. Under F.S. 720.3035, an HOA may review and approve the location, size, type, or appearance of an improvement only where that authority is stated in the recorded declaration of covenants or in published standards the declaration authorizes.
What the statute actually allows
The law cuts both ways. An association cannot invent a new rule to block your project on a whim; its architectural standards have to be written down and objective. But the appearance of the front elevation — and a garage door is the largest single feature of most West Broward front elevations — is exactly the kind of standard those covenants routinely contain.
- Streetscape uniformity. Many covenants require the front elevation to read as a garage, which a filled-in opening with a window plainly does not.
- Architectural review committee. Plans go to an ARC that approves or denies against the written standard.
- Objective, published standards. Post F.S. 720.3035, and after House Bill 1203 took effect on July 1, 2024, the standard a board enforces must be in the governing documents.
- Independent of the permit. The county can approve a structurally perfect conversion the HOA still refuses.
The move that satisfies both gates is a faux or retained garage door: a non-operable carriage-style door face over the new insulated wall preserves the streetscape the covenant protects while the wall behind it carries the HVHZ load. Replacement Parking
The quietest dealbreaker is parking. Pembroke Pines zoning requires a minimum number of off-street parking spaces per dwelling, and converting the garage removes two of the spaces the lot was approved with. If the conversion drops the property below that minimum, the city will not sign off.
The Pembroke Pines minimum
The City of Pembroke Pines Land Development Code § 155.605 sets the off-street parking minimum at two spaces for a single-family dwelling. A two-car garage often represents both required spaces, so eliminating it can leave the home short — unless the driveway already provides compliant replacement parking or the plan adds it.
Will parking pass?
- If the driveway already holds two cars off the street — the conversion likely keeps you at the minimum; document it on the site plan.
- If the garage was the only off-street parking — you must add compliant replacement spaces before the city approves the change.
- If the HOA also caps driveway width or paving — the replacement parking has to satisfy the covenant too, not just the zoning code.
Parking is where the two gates collide most often: the zoning minimum and the HOA's paving and setback rules both apply to the same square footage of driveway, and a plan that solves one can violate the other.
