Seaward of it, a state permit is required for construction and excavation activity unless an exemption applies — a layer that sits on top of Broward County and City of Hollywood permitting, not instead of it.
It is a jurisdiction line, not a setback
A frequent misreading is that the CCCL is a wall you cannot build behind. It is not. FDEP describes it as a line of jurisdiction defining where stringent siting and design rules apply, not a seaward limit for upland structures. AE vs VE: Reading the Flood Map
Hollywood's barrier island falls inside a Special Flood Hazard Area (SFHA), and the exact letter on the map changes the rules. The two designations a beachfront parcel typically carries are AE and VE, and the difference between them is the difference between rising water and breaking waves.
Zone AE — the still-water hazard

VE generally pushes the living floor up onto an elevated structure, leaving the ground level as a non-habitable, flood-vented enclosure where only flood-resistant materials belong. AE more often keeps a slab-on-grade ground floor, raised to BFE plus one foot. Either way, what touches potential floodwater must meet the material rules below.
Flood-Damage-Resistant Materials
Below the base flood elevation, the material itself is regulated. FEMA Technical Bulletin 2 sorts building materials into five classes; only Class 4 and Class 5 are acceptable for use below the BFE in a Special Flood Hazard Area. For flooring, that narrows the field hard.

Salt Air and the Transitions
On a barrier island the floor field is rarely the failure point — the metal around it is. Onshore air within a few miles of the surf carries chloride that pits ordinary 304 stainless within a few years, so transition strips, edge trims, schluter profiles, and fasteners near the floor should be specified in 316 (marine-grade) stainless.
Why 316, not 304
Grade 316 adds roughly 2% molybdenum to the alloy, which keeps the protective oxide film stable against chlorides and stops the pitting that destroys 304 in salt spray. For anything salt-laden air can reach, 316 is the minimum standard along the coast — a small material upgrade that prevents rust streaks and loose, failed transitions.
Details that decide longevity
- Transition and reducer strips — 316 stainless or solid surface, never bare aluminum or 304.
- Schluter / tile edge profiles — stainless rated for marine exposure at every floor-to-wall and threshold.
- Setting materials — polymer-modified thinset and an appropriate movement-joint layout per TCNA for slab and thermal movement.
- Door thresholds and sliders — corrosion-resistant hardware, since these sit at the exact splash and surge line.
Specifying the field tile correctly and then bordering it in a metal that rusts is a self-inflicted failure; on Hollywood Beach the transitions deserve the same coastal grade as the floor.
The Coastal Slab Underneath
Where the ground floor is slab-on-grade — common in AE areas of the barrier island — the concrete still drives moisture vapor upward, and salt intrusion can raise the stakes. A waterproof or flood-rated finish does not cancel the need to test and prepare the slab.
Test before you set
The slab's moisture-vapor emission rate (MVER) and in-slab relative humidity should be measured per ASTM F1869 (calcium chloride) and ASTM F2170 (in-situ RH probes) before any setting material goes down.
